Chief Council

The supreme governing body of Phi Sigma Nu is the Chief Council – an elected body of the Fraternity’s national officers. The Chief Council has general supervision of the affairs of the Fraternity; members are elected to two-year terms during Chief Convention. Listed below are the 2021-2022 Chief Council and Regional Advisors.

Brother Lawrence T. Locklear (Nu Alpha Chapter, Beta Class), a citizen of the Lumbee Tribe of North Carolina, is the director of the Office of Student Inclusion and Diversity and adjunct associate professor in the Department of American Indian Studies, both at The University of North Carolina at Pembroke. Brother Locklear earned a Ph.D. in educational studies with a concentration in higher education and a minor in educational research methodology at the University of North Carolina at Greensboro. He also earned a Master of Public Administration and a Bachelor of Arts in American Indian studies, both from UNC Pembroke, and a Bachelor of Arts in history from North Carolina State University.

Brother Bryan Hunt (Alpha Chapter, Omega Class), a citizen of the Lumbee Tribe of North Carolina and the Seminole Tribe of Florida, is a probation and parole officer, specializing in security risk groups (gangs), for the North Carolina Department of Public Safety. Brother Hunt received a Bachelor of Arts in criminal justice and sociology from The University of North Carolina at Pembroke.

Brother Mickey Jacobs (Nu Alpha Chapter, Delta Class – National Alpha Class – Spring ’21), a citizen of the Lumbee Tribe of North Carolina, is the VP of Network and UC Operations for State Employees’ Credit Union in North Carolina. Brother Jacobs earned a Master of Business Administration and a Bachelor of Interdisciplinary Studies (Applied Professional Studies) – both from the University of North Carolina at Pembroke. Brother Jacobs is also a veteran of the U.S. Navy.

Brother Jordan Hunt (Alpha Chapter, Psi Class), a citizen of the Lumbee Tribe of North Carolina, is a First Lieutenant in the United States Army serving at Fort Jackson, SC. Brother Hunt earned a Bachelor of Science in mathematics from The University of North Carolina at Pembroke. He is seeking certification in financial planning in the areas of Securities Industry Essentials (SIE) and Certified Private Wealth Advisor (CPWA).

Brother Joel Hernandez (Iota Chapter, Charter Class), a citizen of the Navajo Nation, is the president and chief executive officer for the Haskell Alumni Association at Haskell Indian Nations University. Brother Hernandez is enrolled in the Ed.D. program in leadership in higher education at Baker University. He earned a Master of Business Administration from Baker University and a Bachelor of Science in business administration with an emphasis in management from Haskell Indian Nations University.

Brother Tyler Blue (Alpha Chapter, Psi Class), a citizen of the Lumbee Tribe of North Carolina, is the career advisor with Scotland County Youth Workforce. Brother Blue received a Bachelor of Social Work and minor in substance abuse from The University of North Carolina at Pembroke. He is enrolled in the Master of Social Work program at UNC Pembroke.

Brother Ryan Dial-Stanley (Gamma Chapter, Theta Class) is a citizen of the Lumbee Tribe of North Carolina and works at UNC Medical Center in Chapel Hill, NC as a medical laboratory scientist. Brother Dial-Stanley graduated from the University of North Carolina at Chapel Hill with a Bachelor of Science in clinical lab science with a minor in American Indian and Indigenous studies. He is enrolled in the Masters of Clinical Lab Science at the UNC School of Medicine.

Brother Rocky Alexander Locklear (Nu Alpha Chapter, Beta Class), a citizen of the Lumbee Tribe of North Carolina and resident of Maxton, NC, is a nationally certified, licensed professional counselor with the Scotland Family Counseling Center in North Carolina. Brother Locklear’s career path includes serving as a fourth-grade math and science teacher for the Public Schools of Robeson County (NC) and working with the Center for Student Success at The University of North Carolina at Pembroke while attending graduate school. He received a Bachelor of Arts in elementary education and a Master of Education in clinical mental health counseling, both from UNC Pembroke.

Brother Jamison Lowery (Gamma Chapter, Theta Class) is a citizen of the Lumbee Tribe of North Carolina and from Pembroke, NC. Brother Lowery works at The Hunt Institute as the Internship & JMB Impact Fellowship Program Coordinator. He graduated from the University of North Carolina at Chapel Hill with a Bachelor of Arts in American Indian and Indigenous studies and a minor in education and from North Carolina State University with a Master of Education in higher education administration. He is passionate about understanding how culture impacts media, working on issues related to Indigenous peoples in North Carolina, and supporting underrepresented postsecondary students. In his spare time, Brother Lowery enjoys video games, reading, spending time with loved ones, and advising/mentoring members of the fraternity.

Brother Justin Richardson (Beta Chapter, Nu Class), a citizen of the Haliwa-Saponi Tribe from Hollister, North Carolina, is the assistant director of undergraduate admissions at North Carolina State University where he works with American Indian student recruitment and outreach. Brother Richardson earned a Bachelor of Arts in communication from NC State. He is the vice president of the NC State American Indian Alumni Society and one of the founders of Miskwa Waya, the American Indian drum group at NC State.

Brother Cameron “Cam” Mathis (Alpha Chapter, Lambda Class), a citizen of the Lumbee Tribe of North Carolina, is the Chief of Alumni Engagement. 


Regional Advisors

Phi Sigma Nu’s chapters are organized into seven regions: Great Lakes, Northeast, Northern Plains, Northwest, Southeast, Southern Plains, and Southwest.

Each region is under the supervision of a Regional Advisor, appointed by the Chief Council, who is responsible for: providing interim reports to the Chief Council; serving as a resource for chapter members he serves; advising the faculty, staff and alumni in the region he serves; and, performing other duties as prescribed by the Bylaws.

Brother Warren Griffin Jr. (Iota Chapter, Kappa Class) is a citizen of the Yup’ik Tribe of the Native Village of Goodnews Bay Alaska. Brother Griffith has been a resident of Boston, MA for over 20 years, attending Boston Public Schools. He received a Bachelor of Arts in American Indian and Indigenous studies with honors from Haskell Indian Nations University. Brother Griffith is a community health worker for Native American Lifelines of Boston, a Title V Urban Indian Health Program focusing on disease prevention and health promotion.

Brother Joshua Weston (Iota Chapter, Charter Class), a citizen of the Flandreau Santee Sioux Tribe, is the senior gaming director at the Royal River Casino and Hotel in Flandreau, SD. Brother Weston earned a Bachelor of Science in business administration from Haskell Indian Nations University and a Master of Business Administration from the University of Kansas.

Brother Derreck Wheeler (Zeta Chapter, Charter Class), a citizen of the White Mountain Apache Tribe of the Fort Apache Indian Reservation, Arizona, is a grants management specialist for the U.S. Department of Housing and Urban Development (HUD) in Seattle, Washington. Brother Wheeler earned Bachelors of interdisciplinary studies, public administration, and American Indian studies and a dual Master of Science in American Indian studies and Master of Public Administration, all from Arizona State University.

Brother Martin Manuel (Zeta Chapter, Gamma Class), a member of the Hopi Tribe, is a renewable energy enthusiast with industry experience having worked for Tesla, Inc. as a photovoltaic designer for five years and is currently employed as a project manager for the Hopi Utilities Corporation. Brother Manuel earned a Bachelor of Science in electronics engineering from Arizona State University and plans to obtain a Master of Science in sustainable engineering.
